About this opportunity

The University of Maryland, Baltimore County (UMBC), Department of Procurement & Strategic Sourcing is soliciting proposals under RFP BC-21553-M for an on-call underground mechanical utilities maintenance contract. A pre-proposal conference is set for November 10, 2026 at 1:00 PM via WebEx, questions are due November 17, 2026 at 2:00 PM, and technical proposals are due December 3, 2026 at 2:00 PM. Minority Business Enterprise (MBE) participation goals are assigned per task order rather than applied to the contract as a whole.

Scope covers campus water supply and drainage pipe installation, storm drain and sanitary inlets, fire hydrant installation and maintenance, and chilled water and hot water line work. Contractors must maintain 24/7 emergency response with a two-hour response time. Minimum qualifications include five years of underground mechanical utilities maintenance experience, a current Maryland construction firm license, trade-specific personnel holding Master's Licenses, three references for comparable projects, and evidence of financial stability. Required insurance includes $2,000,000 in Commercial General Liability coverage with UMBC named as additional insured. All work must comply with MOSHA/OSHA standards and UMBC's Standard Maintenance General Conditions.

The contract is firm fixed price, indefinite quantity, on-call, with a two-year initial term and six one-year renewal options for a potential total of eight years. Renewal pricing adjustments are at the University's sole discretion and limited to the Producer Price Index for underground mechanical contractors, capped at 5%. Task orders above $200,000 are awarded through competitive selection, and task orders up to $200,000 through rotation. Performance and payment bonds equal to 100% of contract value are required for task orders exceeding $100,000. Pricing proposals must include hourly billing rates for Project Manager, Foreman, Journeyman Plumber, Journeyman Steamfitter, Certified Welder, Apprentice, Laborer, and Equipment Operator, plus equipment and material mark-up percentages.
