About this opportunity

The University of Maryland, Baltimore (UMB) is requesting proposals for on-call electrical services under RFP BC-21496-B, with proposals due July 22, 2026. This is an on-call, indefinite-delivery vehicle rather than a fixed-scope project, placing performance across the UMB campus.

The scope encompasses electrical maintenance and related services to be performed as needed throughout the UMB facility. Awardees must comply with UMB's Standard General Conditions of Maintenance Projects (December 2020 Edition), which govern all work execution, material standards, bonding, insurance, permitting, and payment terms. Contractors supervise and direct all work using best skill and attention, maintain sole responsibility for means, methods, and sequences, and bear accountability for employees and subcontractors.

Performance and payment bonds are required when individual project costs exceed $100,000. Contractors must maintain comprehensive general liability insurance of $2,000,000 per occurrence and umbrella excess liability of $5,000,000, with the University named as additional insured. All materials must be new unless approved otherwise and must conform to specified standards and pass University inspection and testing. Contractors obtain necessary permits (except those on University property), manage hazardous materials in federal and state compliance, and implement erosion and pollution control measures.

Payment includes provisions for force account work and cash allowances, with certificates of payment issued upon submission of proof of subcontractor payment. Contractors are responsible for all material storage, handling, testing, and inspection costs. Liquidated damages apply for failure to complete work on time. The contract is governed by Maryland law and incorporates federal, state, and local regulatory compliance requirements. Contracts must be executed within ten days of receipt. No estimated contract value, contract term, incumbent, or evaluation criteria are specified in the solicitation notice.
