Qualified bidders must hold Florida general contractor licenses; all subcontractors must hold appropriate Florida trade licenses. The scope encompasses replacement of control systems across BNR PLC, PLC 1 with associated remote I/O, and Effluent PLC stations, with all labor, materials, equipment, and supplies for complete installation and testing. Factory Acceptance Testing and demonstration testing prior to cutover are required. The maximum allowable process downtime during PLC cutover is 12 hours. All work must comply with NFPA 70 (National Electrical Code), ISA-55.4, and UL-508A/UL-698A standards. Pre-approved system supplier for hardware integration is Vyper Automation.

The contract term is 365 calendar days from Notice to Proceed, with liquidated damages of $537.00 per calendar day for delays beyond completion. A one-year warranty commences at final payment, during which the vendor repairs defects at no cost. Bids must be submitted as lump-sum amounts with a 5 percent bid bond. The County will award to the lowest responsive and responsible bidder. Monthly payment is made upon invoice submission and County approval, with 5 percent retainage at the County's discretion, in accordance with the Florida Prompt Payment Act. Vendors must obtain proper insurance coverage per Bay County requirements and a Public Construction Bond, comply with E-Verify employment verification, and satisfy all federal and state regulations. Written questions are due by 5:00 p.m. on May 29, 2026. Contract award is anticipated for the Board meeting on June 23, 2026.
