About this opportunity
The State of Maine Division of Purchases is requesting bids on a Baum 714XLT or approved alternate, with bids due January 25, 2010.
The solicitation is governed by the Division's standard Conditions and Instructions to Bidders, which requires sealed bids submitted to the Augusta office by the closing deadline. Bids received after closing will not be considered. The state reserves the right to reject any or all bids, waive formalities, and adjust order quantities by up to 10 percent.
Awards will be made to the lowest responsible bidder offering the best value, with evaluation factors including service quality, specification conformity, delivery dates, and total cost. In cases of tied bids among equally qualified vendors, in-state bidders or vendors offering commodities produced or manufactured in Maine receive preference.
Bidders must submit separate unit prices for each line item, deliver prices to destination inclusive of all trade and quantity discounts, and specify delivery terms in definite language. Cash discounts of 20 days or more are considered in bid evaluation; discounts under 20 days are not. All transportation charges, including freight, must be prepaid by the contractor unless otherwise specified. The state is exempt from federal and Maine state sales and use taxes; bidders must quote prices accordingly.
Bidders must comply with all applicable federal, state, and local laws and regulations, prohibit assignment or subletting without written director consent, and provide current material safety data sheets for any hazardous chemicals supplied under the Maine Chemical Substance Identification Law.
