About this opportunity

The City of Norfolk, Virginia is requesting bids on underwater hull survey, inspection, cleaning, maintenance, and repair services for the decommissioned USS Wisconsin, a static museum and memorial vessel at Nauticus Maritime Museum, under IFB 11143-0-2027/TN, with bids due November 5, 2026 at 2:00 p.m. Eastern. The contractor must be certified by the United States Navy Naval Sea Systems Command for underwater ship husbandry and comply with all applicable Navy technical manuals — the primary capability filter.

The scope includes twice-yearly dive inspections of hull condition, annual full inspection of 164 sea chest blanks and stern tubes, hull cleaning to Naval Sea Systems Command standards, twice-yearly surveys of the Impressed Current Cathodic Protection System, underwater repairs including welding and painting, and a comprehensive hull survey every five years incorporating hull thickness gauging, coating thickness measurement, cathodic potential measurement, and video documentation. The contractor must respond to emergency service calls within 24 hours and non-emergency calls within 48 hours, provide written cost estimates within one working day for general requests and four hours for emergency requests, and maintain or stock immediate access to parts inventory.

The contract term is five years; start date is to be determined. Award will be made to the lowest responsible bidder whose bid complies with all IFB provisions and does not exceed available funds. The contractor must maintain Marine Comprehensive Liability of $2,000,000 per occurrence / $5,000,000 aggregate, Workers' Compensation of $2,000,000 per accident, Automobile/Motor Vehicle Liability of $2,000,000 combined single limit, and Professional/Errors & Omissions Liability of $1,000,000 per claim / $2,000,000 aggregate. Questions are due October 20, 2026 at 5:00 p.m. Eastern. All bids must include executed anti-collusion, debarment, immigration law compliance, state business authorization, and nondiscrimination certifications, and payments will be made by electronic funds transfer.
