About this opportunity

The City of Burlington, North Carolina is seeking bids for a comprehensive bathroom renovation and construction project located in Alamance County, specifically targeting the Smith Bathroom building and North Park restroom facilities. The procurement involves a full-scale renovation that includes demolition of the existing restroom, complete site preparation, utility tie-ins for water, sewer, and electric services, and construction of a new restroom building according to specifications from Wilkins Design Group. Key deliverables include removing and disposing of demolished materials, finished grading, construction debris removal, providing temporary restroom facilities for workers, securing the work site with temporary fencing, and obtaining all necessary construction permits. A mandatory pre-bid conference was held on June 17th, with written questions due by June 26th at 5 pm and official responses provided by June 30th. The final bid submission deadline is July 3rd at 2 pm EST, with an anticipated project award date of July 30th and a targeted completion date of November 30th, 2025.

The project demonstrates a strong commitment to inclusivity, explicitly encouraging minority and women-owned businesses (MWBEs) to submit bids. Federal funding will support the project, which requires compliance with Davis-Bacon wage requirements and includes aspirational goals for minority and women business participation. Bidders must submit detailed documentation, including Affidavits A, B, C, or D, demonstrating good faith efforts to meet participation goals. The City will retain up to 5% retainage on periodic payments until the project reaches 50% completion, after which no further retainage will be held if performance meets satisfactory standards. While a specific budget range is not explicitly stated, bidders should be prepared to provide comprehensive services for a complex renovation project involving multiple locations and significant infrastructure work. Successful contractors must be licensed, capable of coordinating with local authorities for inspections, and prepared to obtain a certificate of occupancy as a condition of final payment.
