About this opportunity

Caltrans, specifically the District 2 office in Redding, is seeking a contractor to provide bare equipment rental for one to two Wirtgen 120 cold pavement milling machines or equivalent models. The procurement is structured as an Invitation for Bid (IFB #02A1497) with a submission deadline of March 29, 2016 at 2:15 PM PST. The required equipment must be self-track propelled, self-loading machines with a 48" milling head, 240+ HP engine, swing conveyor, and capabilities of cutting 48" wide and 10" deep in a single pass. The machines must be 2010 or newer models, with a maximum gross weight of 45,000 pounds. Contractors must include comprehensive costs in their bid rates, covering employer payments, subsistence, travel, insurance, taxes, and other assessments. The estimated contract term runs from April 1, 2016 through March 31, 2018, with an anticipated rental period of 1-4 months. Equipment delivery is required within 48 hours of notice, and contractors must possess a valid Motor Carrier Permit from the California DMV.

While no specific Disabled Veteran Business Enterprise (DVBE) goal is mandated, DVBE participation is encouraged with potential incentives ranging from 1-5% based on participation levels. A Small Business preference of 5% is available for certified Small Businesses or contractors subcontracting at least 25% to certified Small Businesses. Additional equipment requirements include GPS tracking devices, safety equipment, new cutting teeth, spare conveyor belt support roller boggies, and cutter bit tool holders. The contractor will be responsible for equipment transportation, maintenance, repairs, and operator training. Although no specific budget range was explicitly stated, the procurement suggests a flexible rental arrangement allowing for one to three machines during the specified period. The contract appears designed to provide Caltrans with flexible, high-performance milling equipment capabilities for road maintenance and construction projects in Shasta County and the surrounding District 2 region.
