About this opportunity

The Texas Juvenile Justice Department is requesting bids for barber services at the Mart State Juvenile Correctional Facility in Mart, Texas under IFB Requisition No. 0123074, with bids due September 9, 2026 at 2:00 p.m.

The service provider must be a licensed barber who passes background and fingerprinting checks and complies with Prison Rape Elimination Act (PREA) requirements. This is a capability and clearance filter; any felony arrest or conviction during the contract term results in immediate termination.

Scope includes haircuts (blade cuts #0–#3, edge-ups, and fades) for both boys and girls at an estimated volume of 200 to 285 haircuts per month, though quantities are not guaranteed and will vary based on youth population. All supplies are furnished by MSJCF. Services are performed at the facility's barber shop equipped with two barber chairs during weekdays during daytime hours under a schedule approved by the Facility Superintendent or Assistant Superintendent.

Pricing is quoted on a per-haircut basis. The initial contract term runs from completion of background and fingerprinting checks through August 31, 2027, with an optional one-year extension from September 1, 2027 to August 31, 2028, contingent on legislative funding availability and satisfactory performance. The contract is contingent upon continued legislative appropriations and TJJD reserves the right to reject any or all bids. Evaluation is based on best value as determined by TJJD in its sole discretion.

The service provider must maintain current workers' compensation insurance and commercial general liability insurance with Texas-licensed carriers rated "A" by A.M. Best Co., providing proof of coverage within five business days of award and annually thereafter. Invoicing is due by the 10th of the following month, supported by completed Hair Cut Logs (INS-800) with appropriate signatures. Sub-contractors require separate approval and background checks from the Facility Business Manager. Bids are submitted electronically to deb.baize@tjjd.texas.gov.
