About this opportunity

The Michigan Department of Transportation (MDOT) is seeking qualified contractors to provide comprehensive janitorial and grounds maintenance services for three roadside parks in Baraga County: Baraga Cliff, Canyon Falls, and Tioga Creek. The procurement encompasses daily janitorial services including toilet building cleaning, grounds litter removal, trash barrel emptying, and picnic area maintenance performed seven days per week prior to 10:00 a.m., as well as periodic janitorial services such as vault pumping (two to four times per season), roof sweeping, and spring/fall cleanup. Grounds maintenance services include mowing, edging, trimming, and debris removal performed on a bi-weekly cycle (approximately 26 times annually) during the operational season from May through mid-October. Contractors must provide all cleaning supplies, toilet paper, trash barrel liners, deodorant/disinfectant, graffiti remover, and grounds maintenance equipment, while MDOT provides vault toilet chemicals, hand sanitizer dispensers, and refills. The contract term is three years beginning April 30, 2021, with two optional one-year renewal periods, and pricing must be submitted separately for basic janitorial services (monthly rates), periodic janitorial services (per-service rates), and grounds maintenance services (per-cycle rates). A pre-proposal meeting is scheduled for March 18, 2021, at 10:00 a.m. EST via Microsoft Teams, with proposals due March 26, 2021, at 3:00 p.m. Eastern. Contractors must demonstrate Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Automobile Liability coverage, and Workers' Compensation insurance, and must comply with MDOT-approved materials lists and maintain Safety Data Sheets on-site.

The RFP does not specify set-aside designations for disadvantaged enterprises; however, the State reserves the right to consider qualified disabled veteran-owned business status under Michigan law as an evaluation factor. SIGMA VSS is identified as a current bidder in the pricing documents, suggesting potential incumbent vendor status. The evaluation criteria include responsive and responsible bidding based on lowest price, contractor prior performance, qualified disabled veteran-owned business status, and overall economic impact to the State. Pricing adjustments to renewal options are subject to documented changes in actual contractor costs supported by evidence such as Consumer Price Index data or supplier documentation, with firm pricing required for the initial three-year term. Payment will be made via Electronic Funds Transfer within 45 days of invoice receipt. Liquidated damages may be assessed for late or improper completion, failure to respond to emergency callbacks within two hours ($100 initial plus $50 per additional hour), and unsatisfactory conditions ($25-$100 per day depending on duration). While specific award values are not stated in the RFP, bidders must submit detailed pricing for the three individual parks, allowing MDOT to evaluate total contract costs across all three locations.
