About this opportunity

Texas Woman's University is soliciting proposals under RFP-731-27-001-CJ for depository and cash management banking services for the Texas Woman's University System, with proposals due November 20, 2026 at 2:00 p.m. Central Time through the Oracle Supplier Portal. HUB goals and guidelines established by the Texas legislature apply, and no explicit set-aside is designated.

Proposers must hold Federal Reserve System membership with full wire transfer capabilities, offer current online banking services, comply with FDIC capital adequacy requirements, and carry fidelity and indemnity insurance. The bank must collateralize deposits at 102% of principal plus accrued interest, net of FDIC coverage, using pledged collateral held by an independent third-party custodian. The RFP contemplates one or more qualified financial institutions.

Scope includes commercial checking with controlled disbursements, money market accounts, custodial safekeeping, zero balance sweep accounts, online banking, ACH, wire transfers, merchant processing, remote deposit, safe deposit, ATM services across Denton, Dallas, and Houston, and reporting and reconciliation. Current activity includes approximately 200 checks totaling $2.0 million and 250 ACH transactions totaling $30.0 million monthly from the general operating account, plus payroll of approximately $11.0 million via ACH and $45,000 via checks on a bi-weekly or monthly basis. The activity detail attachment cites a $45.0 million safekeeping balance requirement.

The initial term is three years commencing September 1, 2027, with one optional one-year renewal contingent on mutual agreement and legislative appropriations. The contract permits termination without cause on 60 days or less notice and is immediately terminable if the bank operates under any consent decree or restrictive regulatory covenant. The contract is subject to Texas Public Information Act disclosure requirements.

Pricing goes on Attachment A with account analysis and monthly statements required. Bank statements are due within five business days of cutoff, and balance reporting must be available by 7:00 a.m. daily.

Written questions are due November 3, 2026, with responses provided by November 9, 2026. The evaluation is scheduled for December 7, 2026, with an estimated award recommendation by December 14, 2026.
