About this opportunity

Baltimore City is soliciting bids on quarterly grease trap service and inspections at five Baltimore City locations under IFB BPM057436, issued by the Maryland Department of Public Safety & Correctional Services (DPSCS), with bids due October 6, 2026 at 3:00 p.m. Eastern Time. A mandatory pre-bid conference is scheduled for September 16, 2026 via Google Meet, and a mandatory site visit is scheduled for September 17, 2026 at Baltimore City Correctional Center. Maryland's small-business preference applies: small businesses may exceed the lowest bid by up to 5 percent, veteran-owned small businesses by 7 percent, and disabled veteran-owned small businesses by 8 percent.

The scope covers pumping, cleaning, inspecting, and maintaining grease traps and interceptors at five facilities: Baltimore Central Booking & Intake Center, Baltimore City Correctional Center, Chesapeake Detention Facility, Metropolitan Transition Center, and Youth Detention Center. Tank capacities range from 100 to 1,500 gallons. Services are quarterly (maximum four visits per year) on dates and times approved by the Baltimore Regional Manager, scheduled between 7:00 a.m. and 3:00 p.m. Monday through Friday.

Bidders must have three years of documented grease-trap removal experience, three references from the past five years, and a current Maryland Business License. Contractor personnel must pass security background checks and obtain identification badges. Required insurance includes Commercial General Liability of $1 million per occurrence and $3 million annual aggregate; Workers' Compensation of at least $1 million; and appropriate Automobile or Commercial Truck Insurance.

The contract will be firm fixed-price for a three-year base period with two optional one-year renewal periods. Award will go to the responsible bidder submitting the lowest responsive bid. Pricing must cover hourly rates for regular, after-hours, holiday, and weekend work, as well as trip charges and price adjustment fees across all contract periods. Questions are due September 21, 2026 at 2:00 p.m. Eastern Time. No federal funding is involved.
