OJD is issuing the solicitation on behalf of the Harney County Circuit Court, the using organization.

Scope covers fully removing and rebuilding two Circuit Court transaction window areas with ballistic armoring and UL 752 Level III ballistic glass, installing ballistic armor in the judge's bench and clerk station with exposed armor under desks, and optionally replacing a secure hallway door with a similarly rated door without a window. The mandatory site visit runs from 9:00 to 11:00 a.m. for inspection and measurements. Quotes must be emailed to Jacob Clotfelter, Procurement Manager.

Award goes to the responsible offeror submitting the lowest responsive quote. Quotes must remain firm for ninety days from opening. Prices must be quoted F.O.B. destination and include all delivery and installation charges. Work must be completed on or before April 30, 2027, with the contract term extending to May 31, 2027. OJD reserves the right to reject any or all quotes and will not accept late submissions or counter-offers with modified terms.

This is a public works project subject to Oregon prevailing wage laws. Contractors and subcontractors must pay the higher of Oregon Bureau of Labor and Industries rates or, if applicable, Davis-Bacon rates. Required insurance includes $2 million Commercial General Liability, $2 million Automobile Liability, and $2 million Pollution Liability with asbestos and lead endorsements. Contractors must hold all necessary certifications and licenses, obtain a public works bond from the Construction Contractors Board before commencing work, and comply with certified payroll requirements. OJD will hold 25 percent retainage until certified payroll statements are filed.
