About this opportunity

San Bernardino County Fire Protection District is conducting an Invitation to Bid (ITB) for the procurement of ballistic plate carriers and related components. The primary deliverable consists of 700 units of Project 7/UPR/P7 Webless Level 3A MR ballistic plate carriers in black with laser-cut MOLLE configuration on the front bottom portion only (6 across, 4 down), along with 200 units of Project 7 ID Patch Sets (Front 2x6, Back 3x8). Additional specifications include 3x6 Velcro patches on the front labeled "RESCUE" and on the back labeled "SBCoFD," a 1x6 name tape loop on the back, and a laser-engraved SBCoFD logo. The ITB was released on March 26, 2026, at 5:00 PM PST, with a proposal submission deadline of April 9, 2026, at 5:00 PM PST. Bids must be submitted electronically through the San Bernardino County Electronic Procurement Network (ePro) or in sealed paper form at the County Purchasing Department. Delivery is required within 4-6 weeks after receipt of the purchase order on an FOB destination basis, with drivers required to bring pallets to the truck bed edge. Award will be made to the responsive, responsible bidder providing the best value, and contract award is tentatively scheduled for April 2026. Bidders must be registered in ePro and submit representations and certifications including debarment status, independent pricing certification, and compliance with applicable federal and state laws.

A local vendor preference of five percent (5%) is applied to bids from vendors with a principal place of business within San Bernardino County, though this designation does not restrict non-local bidders from participating. Non-local public agencies within California may participate in any resulting award but shall incur freight charges; agencies outside California must also bear all freight costs. Pricing shall be quoted on a per-unit basis with all prices FOB destination, excluding California sales/use tax and Federal excise tax, with payment terms set at Net 60 days after acceptance of the ballistic plate carriers. The County reserves the right to reject any or all bids, waive irregularities, and perform a pre-award survey of bidders to assess capability. No incumbent vendors or specific budget range has been identified in the procurement documents. The County is self-insured and will comply with California Revenue and Taxation Code Section 18662 regarding use tax for non-resident suppliers. Bids are subject to acceptance for 90 days following opening.
