About this opportunity
The Commonwealth of Kentucky Transportation Cabinet (KYTC), Division of Purchases, issued a Request for Bid (RFB) on September 5, 2024, for a master agreement contract to supply bagged ice to the Department of Highways District 3. The procurement seeks bagged ice delivery to ten maintenance storage facilities located across District 3 counties: Warren, Allen, Todd, Simpson, Monroe, Metcalfe, Logan, Edmonson, Butler, and Barren. Each location requires 100-pound minimum orders delivered in 7-pound bags to designated facilities, with the KYTC providing freezer storage at each location. Award will be based on best value scoring using two evaluation criteria: price (95 points) and delivery time (5 points), with the bidder offering the lowest price receiving maximum points and other bidders scored proportionally. Delivery time must be stated specifically and clearly, as vague terms such as "as required" or "as soon as possible" render bids non-responsive. The bid closing date is September 23, 2024, at 1:30 p.m. Eastern Time, with a public bid reading scheduled for 3:00 p.m. Eastern Time on the same date and a tentative award date of September 30, 2024. All bids must be submitted electronically through the Kentucky Vendor Self Service website at https://vss.ky.gov. The initial contract period runs from the award date through August 31, 2025, with four optional one-year renewal periods available. All prices must be F.O.B. Destination Freight Prepaid and Allowed, with the vendor responsible for all freight charges, and vendors will incur a 1% daily penalty deduction from invoices for each day delivery is delayed beyond the contracted due date unless delays result from circumstances beyond the vendor's control.
Kentucky resident bidders may receive reciprocal preference if the nonresident bidder's state grants preference to its own residents. Qualified bidders, including Kentucky Correctional Industries and nonprofits serving individuals with disabilities, receive preference point bonuses, and all bidders must register with the Kentucky eProcurement System and submit required documentation, including affidavits claiming resident or qualified bidder status if applicable. All bidders must complete and submit the Annual Affidavit for Bidders, Offerors and Contractors as required by Kentucky Revised Statutes (KRS) 45A.110 and 45A.115, which attests that the contractor has not knowingly violated campaign finance laws of Kentucky and that the contract award will not violate any provision of those laws. No pricing adjustments are permitted during the first twelve months of the contract, with only one price increase allowed thereafter and only if justified by industry-wide price changes. The Commonwealth retains the right to extend the contract to other state agencies and political subdivisions with vendor consent. No specific budget range or incumbent vendor information is provided in the solicitation documents.
