About this opportunity

Palm Beach County Board of County Commissioners, Purchasing Department, is issuing Request for Quotation (RFQ #555613/SS) to procure bagged ice delivery services and refrigerated storage bins on a term contract basis. The solicitation is divided into four lots based on geographic location and funding source: Lot #1 and #3 cover the Palm Beach County area east of 20 Mile Bend (non-federal and federal funding respectively), while Lot #2 and #4 cover the Glades area west of 20 Mile Bend (non-federal and federal funding respectively). Vendors must deliver new refrigerated storage bins capable of holding a minimum of 1,000 pounds of bagged ice, with estimated annual quantities ranging from 2 to 5 bins per lot, and bagged ice in 7-pound sealed packages compliant with Florida Department of Health standards, with estimated annual quantities ranging from 250 to 2,000 bags depending on the lot. Delivery must occur within three business days of receipt of a delivery order and be provided to F.O.B. destination throughout Palm Beach County at no additional charge. Pricing shall consist of firm, fixed unit prices with separate quotes for storage bins (one-time delivery and installation fee) and bagged ice (per 7-pound bag delivered), with no escalation clauses permitted. Quotation responses must be submitted to the Palm Beach County Purchasing Department by May 5, 2023, at 4:00 p.m. local time. Successful vendors must maintain Commercial General Liability Insurance with minimum limits of $500,000 per occurrence and Business Auto Liability Insurance with minimum combined single limits of $500,000, endorse Palm Beach County as an additional insured, provide three business references from similar work performed within the past three years, and comply with drug-free workplace certification and debarment and suspension certifications.

The contract is subject to Palm Beach County's Equal Business Opportunity (EBO) Ordinance with Small/Minority/Women-Owned Business Enterprise (S/M/WBE) participation goals, requiring vendors to submit completed Schedule 1 and Schedule 2 forms documenting subcontractor participation. Local preference provisions apply, allowing a 5 percent reduction in quotes from businesses with permanent locations in Palm Beach County or the Glades area. Vendors must be registered in the County's Vendor Self Service (VSS) system prior to contract award, and all subcontractors must also be registered before award. Criminal history background checks are required for all personnel accessing critical or criminal justice information facilities. The contract shall be awarded on a lot-by-lot basis to the lowest responsive and responsible quoter, with an initial term of twelve months and renewal options for four additional twelve-month periods exercisable at the County's discretion upon mutual written agreement. The anticipated contract value is $35,000 over the twelve-month initial term, though the County reserves the right to increase or decrease this amount as needed.
