About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Safety, is soliciting bids on Bag and Walk-Through Scanners under IFB #2026-IFB-224, with bids due November 16, 2026 at 2:00 p.m. and a question deadline of October 30, 2026. Bidders must demonstrate good faith efforts to meet DBE participation goals: 18% MBE, 7% WBE, 5% VOSB, and 3% LGBTQIA+-owned business participation.
The City seeks to replace existing x-ray bag scanners and walk-through metal detectors at two primary entrances of the City-County Building (414 Grant Street, Pittsburgh, PA 15219) with new Evolv-brand equipment. The scope includes three Evolv Express hardware units, two Evolv Expedite hardware units, associated accessories (tablet replacement batteries, battery charger, Operation Test Kit), five years of software subscriptions for both systems, installation, setup, training for security and Public Safety staff, and ongoing maintenance pricing. All equipment must be new, not refurbished or grey-market sourced, and maintained by certified Evolv-authorized technicians. Bidders must provide fixed, firm pricing with no escalation permitted; shipping and delivery must be included on an F.O.B. Destination basis.
The contract period runs December 1, 2026 through November 30, 2029, with two optional one-year renewal periods. Bidders must submit a bid guarantee of up to 5% of total bid amount and, upon award, furnish performance and payment bonds at 100% of contract price, plus comprehensive insurance with $1 million per-occurrence and $2 million aggregate general liability coverage. The pricing proposal must include separate line items for hardware, software subscriptions, setup and training, technician labor rates, and cost-plus or MSRP-discount models for replacement parts. Questions are due October 30, 2026. Required documentation — EORC Participation Form, Vendor Registration Form, W-9, and Statement of Affiliations — must be submitted within specified timeframes or the bid will be disqualified as non-responsive.
