About this opportunity

Ontario County is seeking a vendor for its Backyard Composting Program (Bid B25029) through a competitive sealed bid process. The procurement is being conducted by the County's Department of Sustainability & Solid Waste Management, targeting waste diversion goals for residents. The primary deliverables include an 80-gallon backyard composting unit, a 2-gallon kitchen/countertop collection pail, an aeration tool, and a rodent/pest base screen. Sealed bids are due by 3:00 PM on March 5, 2025, and will be opened via a Webex meeting with specific login credentials provided. The bid evaluation will utilize a best value approach, awarding points across five categories: price (30 points), product specifications (20 points), delivery logistics (10 points), payment transaction process (20 points), and overall responsiveness (20 points). The initial contract term is 12 months, with potential renewals for two additional 12-month periods. Vendors must provide competitive individual and bundle pricing, host a web-based ordering platform, and include the department's logo on composting units.

While no specific set-aside designations for disadvantaged enterprises were explicitly mentioned, the bid allows local municipalities to participate through a piggy-back contract mechanism with a minimum 50-unit order. The program is designed to support environmental sustainability by helping residents divert food waste and organic materials from landfills. Though no incumbent vendor was identified, the contract appears structured to welcome both established and new vendors in the composting equipment market. While a specific budget range was not disclosed, the comprehensive evaluation criteria suggest the county is seeking a comprehensive solution that balances cost-effectiveness with high-quality product specifications. Local municipalities within Ontario County will have the opportunity to leverage this contract, potentially expanding the program's reach and impact beyond the initial procurement.
