Backup License Plate Production (IFB S08242417A)

The California Prison Industry Authority (CALPIA) is soliciting bids for backup license plate production services for its License Plate Enterprise located at Folsom State Prison in Represa, CA. The procurement is an Invitation for Bid (IFB) open to all qualified vendors, with bids due by November 12, 2024, and the successful bidder to be notified by November 15, 2024. The contract term is for two years with an option to extend for an additional one year. CALPIA is seeking a contractor to provide these services on an as-needed basis when it cannot meet its production demands. Bidders must demonstrate at least three years of relevant experience and provide references for three similar projects completed within the last three years. The bid will be awarded based on best value, considering criteria such as cost, past performance, and experience. CALPIA will not provide any preferences, such as for small businesses or disabled veteran-owned businesses, in the evaluation of bids.

The IFB outlines detailed security provisions for contractors and their employees when working on CDCR and CALPIA facilities and properties. These include obtaining gate clearance and background checks, restrictions on items and conduct, and requirements for tuberculosis testing. Contractors are also liable for any damages to state property and must maintain a clean and safe work environment. While CALPIA does not guarantee any minimum amount of work or revenue under this contract, the successful bidder will be required to comply with the stated terms and conditions, including CALPIA's right to terminate the contract at any time for any reason.
