About this opportunity
The California Department of Alcoholic Beverage Control (ABC) is seeking background investigation services through a Request for Proposal (RFP 166-0156) focused on conducting comprehensive pre-employment background checks for sworn and non-sworn candidates. The contractor will be responsible for performing standard Peace Officer Standards and Training (POST) background investigations, which include face-to-face initial interviews with candidates, neighborhood checks involving visual residence inspections and neighbor interviews, and preparing detailed written reports. Specific deliverables include a complete Background Investigation Report using the preferred format (Exhibit A) submitted within 45 calendar days of receiving a candidate's personal history form. The ABC will provide essential candidate documentation including personal history statements, signed waivers, job descriptions, and current credit reports. All investigative work must comply with California Commission on Peace Officer Standards and Training professional standards. The RFP was posted on June 3, 2016, with proposals due by June 17, 2016, and interested parties can direct questions to Lisa Adamson via email at Lisa.Adamson@abc.ca.gov. The anticipated contract term is 12 months, with potential for a one-year extension, and is expected to commence on July 1, 2016, though the start date may vary.
This procurement opportunity is exclusively reserved for California Certified Small Businesses, creating a significant restriction on potential bidders. Contractors and their employees will be required to sign a nondisclosure agreement upon contract award. While specific budget ranges are not explicitly detailed in the provided documentation, the contract involves statewide background investigation services across various California regions. The RFP includes several required attachments for potential bidders, such as a bid certification sheet, cost sheet, references document, and a follow-on consultant contract disclosure form. Interested small businesses must carefully review all attached documents, including the REQUEST_FOR_PROPOSAL.doc, to ensure full compliance with submission requirements. The contract will require comprehensive investigative capabilities, professional reporting standards, and the ability to conduct thorough background checks across different geographical areas of California for both peace officer and non-peace officer candidates.
