About this opportunity

The South Dakota Department of Social Services is seeking a vendor to conduct a Quality Assurance Review for the Baby Ready Program through RFP13268, a procurement aimed at evaluating and improving maternal health outcomes. The program currently involves 40 clinics, 158 individual practitioners, and 126 recipients, with anticipated growth. The selected vendor will perform comprehensive annual reviews of services provided in state fiscal years, focusing on assessing compliance with billing requirements, recipient outreach, standards of care, care coordination, barrier initiatives, care plans, and overall program goals. Deliverables include detailed annual reports due by October 1st each year, with reviews encompassing electronic, paper, and limited in-person assessment methodologies. Key proposal deadlines include a letter of intent due February 18, 2025, and final proposals due March 26, 2025 at 5 PM. Vendors must demonstrate prior experience with similar quality assurance work and provide a clear process flowchart for conducting reviews. Inquiries about the RFP must be emailed to Kirsten Blachford at Kirsten.Blachford@state.sd.us with the specific subject line RFP13268 Inquiries.

The RFP does not explicitly outline specific set-aside designations or restrictions for disadvantaged enterprises. The proposed contract term is three years, beginning June 1, 2025, with potential for up to two one-year extensions. While no specific budget range is disclosed in the documentation, the comprehensive nature of the quality assurance review suggests a significant scope of work. Vendors will be required to submit detailed cost proposals covering review processes, report completion, provider improvement initiatives, and other necessary components for both the initial three-year contract and potential extension periods. The procurement is structured to support the ongoing expansion of the Baby Ready Program, which aims to enhance maternal health outcomes through improved care coordination and reduced care barriers. Interested vendors must carefully review the full RFP documentation, including the Addendum and Provider Manual available on the Department of Social Services website, to fully understand the program requirements and review expectations.
