About this opportunity
The State of Hawaii's Department of Hawaiian Home Lands (DHHL) has issued an Invitation for Bid (IFB No. IFB-25-HHL-004) for the Kakaina and Kumuhau Subdivision Sewer Repairs project located in Waimanalo, Oahu. This public works infrastructure project seeks a qualified contractor to perform comprehensive sewer system improvements across multiple tax map key parcels, including the removal and replacement of existing sewer pipelines, installation of new 8" and 12" sewer pipes, connection to existing sewer manholes and lateral lines, and associated site restoration. The project requires furnishing all necessary supervision, labor, materials, and equipment, with specific work to be conducted on Puha Street, Kumuhau Street, Kumuniu Street, and related areas. The pre-bid conference is scheduled for May 7, 2025, at 10:00 a.m., with electronic bid submissions due through the HiePRO system by May 27, 2025, at 2:00 p.m. Hawaii Standard Time. Bidders must submit a bid security of at least 5% of their total bid amount and possess all required Hawaii state licenses, with evaluation criteria focusing on the lowest responsible and responsive bidder.
Bidders must meet several specific qualifications, including maintaining an apprenticeship agreement registered with the Department of Labor and Industrial Relations, with a 5% bid preference offered to contractors with such programs. The project requires contractors to employ a workforce of at least 80% Hawaii residents and perform at least 20% of the work using their own forces. Contractors must provide a written Safety and Health Plan and will be required to obtain performance and payment bonds, with a bond of $150,000 required if the total base offer exceeds that amount. The contract includes a $200,000 allowance for associated work and has a total performance period of 540 calendar days from the Notice to Proceed. Liquidated damages of $1,000 per calendar day will be assessed for project completion delays. The project will be funded through the Hawaiian Homes Trust Fund, with payment made through monthly progress applications. While no incumbent vendors are specified, the contract is subject to prevailing wage rates and strict compliance with state labor regulations, including Section 103D of Hawaii Revised Statutes.
