About this opportunity
Brownsville Public Utilities Board (BPUB) is requesting sealed bids for anhydrous ammonia storage tank evacuation and mechanical revalving services at Water Plant II, with bids due August 19, 2026 at 5:00 p.m. and public opening scheduled for August 20 at 10:30 a.m. A non-mandatory walkthrough is scheduled for August 12, 2026 at 10:00 a.m. at Water Plant II (1495 Robinhood Drive, Brownsville, Texas). Questions are due August 10, 2026.
The scope covers safe evacuation and removal of approximately 4,000 pounds of anhydrous ammonia liquid and vapor from a 2,500-gallon tank and a 1,000-gallon bulk storage tank, followed by complete mechanical revalving of both vessels. Work must be performed sequentially — both tanks cannot be out of service simultaneously, and Water Plant II must remain operational throughout the project duration. The bid includes 23 line items covering labor, equipment, materials, disposal fees, and ancillary services. All cost sheet fields must be completed with unit price, delivery terms, and manufacturer information; incomplete bids will be disqualified.
BPUB is exempt from federal excise tax, state tax, and local taxes, and bidders must exclude taxes from pricing. All vendors must submit W9 or W8 tax identification forms with bids to avoid 28–30% income tax withholding on payments. The successful vendor must accept payment via Automated Clearing House direct deposit; paper checks are not available. Pricing must remain firm until delivery and completion of all services.
Award determination is based on net bid price, stock availability, brand reputation, bidder reputation and location, delivery terms and conditions, and BPUB's financial and legal responsibility evaluations. BPUB reserves the right to reject any or all bids, adjust quantities, hold bids for up to 90 days without action, and terminate the contract for cause or convenience with 30 days' written notice. Final board approval is anticipated by September 14, 2026.
