About this opportunity

The Arizona Department of Administration's State Procurement Office is seeking to establish one or more mandatory statewide contracts for Awards, Recognition, Coins, and Promotional Products and Services. This solicitation aims to secure comprehensive service coverage across the state, with the procurement focused on acquiring a range of specialized promotional and recognition materials for state agencies. The contract opportunity (ID: 6691227fc35a7c9ad00ef366) was posted on January 22, 2024, with proposals due by March 5, 2024. Potential vendors must be prepared to provide a diverse array of products including awards, commemorative coins, recognition items, and promotional merchandise. The state has structured this procurement with significant flexibility, reserving the right to determine the number of contracts awarded and how work will be distributed among selected vendors. Evaluation will be conducted based on best value and overall state interests, with potential vendors required to demonstrate comprehensive capabilities in producing and delivering these specialized products.

The solicitation does not explicitly outline specific set-aside designations or restrictions for disadvantaged business enterprises. The procurement is structured as an as-needed contract, meaning the state has no guaranteed spending commitment and will utilize the contract(s) on a flexible, demand-driven basis. Potential vendors must be prepared to potentially provide statewide coverage and meet the state's comprehensive requirements for awards and promotional products. The state maintains broad discretion in contract award, including the ability to accept partial proposals or reject submissions that do not meet its strategic needs. While specific budget ranges are not detailed in the provided information, vendors should be prepared to offer competitive pricing and demonstrate the capability to fulfill potentially significant state-wide promotional and recognition product requirements. The procurement is authorized under Arizona Revised Statutes 41-2501 et seq., indicating a formal, legally structured contracting process.

Opportunity text

The Arizona Department of Administration, State Procurement Office (the State), as authorized under A.R.S. § 41-2501 et seq. is seeking to establish one or more mandatory statewide Contracts to provide Awards, Recognition, Coins, and Promotional Products and Services. The State anticipates awarding contract(s) with the intent to secure service coverage statewide. Whether or not it actually enters into any contracts, how many contracts it enters into, and how the work is awarded between those contracts are all at the State's discretion. Furthermore, the State will use any awarded contracts on an as-needed basis, with no guarantee as to its actual spending under them. The State reserves the right to accept any item or combination of items specified in the Solicitation, unless the Offeror expressly restricts an item or combination of items in its Offer, and conditions its response on receiving all items for which it provided a proposal. In the event of such restriction, the State will evaluate if an award on such a basis will result in the best value and is in the best interest for the State. The State may otherwise determine, at its sole discretion, that such restriction is non-responsive and deem the Offeror ineligible for further evaluation.
