Attendance at the site visit is required for bid eligibility; bids will not be accepted from vendors who do not attend or arrive late.
This is a New York State Article 8 Public Works project. Prevailing wage payments are mandatory under NYS Department of Labor PRC number 2025011538. The central compliance requirement is NYSDOL registration: bidders must provide a valid NYSDOL registration number and submit a Certificate of Registration at the time of bid submission or face automatic disqualification. The NYSDOL estimates 3–4 weeks to process applications. Contractors must be NYS-certified lead renovators; the scope includes removal and disposal of lead-containing paint under 40 CFR 745 Subpart E and OSHA standards (29 CFR 1926.62).
Work encompasses repair and repainting of all exterior painted surfaces on an occupied facility, including lead-safe scraping, resecuring loose boards, caulking, and application of at least two finish coats matching existing colors. Work must be completed within 60 days of award and conducted continuously once started, between 9:00 AM and 2:00 PM, Monday through Friday. The bid price must be all-inclusive, covering materials, labor, debris disposal, and site cleanup. Contractors are responsible for all property damage, including lawn repair if delivery requires driving on grass. Pre-approval from FLDDSO is required before engaging subcontractors. A quality control inspection must be scheduled before equipment removal. Workers' Compensation coverage and general liability insurance with minimum limits of $1,000,000 per person and $2,000,000 per accident are required. Written questions are due October 9, 2025; official responses will be provided by October 14. Quote prices must remain valid for 90 days after the bid due date.
