About this opportunity
The County of Orange Sheriff-Coroner is soliciting competitive bids for twenty-six (26) Avon CS-Powered Air Purifying Respirator (PAPR) Systems, designed for military, special forces, and first responders. The PAPR system is a modular respirator capable of switching between Air Purifying Respirator (APR), Powered Air Purifying Respirator (PAPR), and Self-Contained Breathing Apparatus (SCBA) modes, offering flexible protection across different threat levels. Technical specifications include precise requirements for unit size, weight, flow rate, operational temperature range, and protection factors for various operational modes. This is a fully electronic solicitation, with bids to be submitted through the County's online bidding system by April 28, 2025, at 4:00 pm. The contract will be a one-year term, funded through the 2022 Homeland Security Grant, with a delivery deadline of June 30, 2025, to the Sheriff-Coroner's Special Operations Division/SWAT unit in Tustin, California. Evaluation criteria will focus on the lowest responsive, responsible bid, considering the bidder's ability to meet requirements, past performance, and acceptance of county terms and conditions.
The procurement opportunity includes set-aside provisions for local small businesses and disabled veteran business enterprises (OCLSB and DVBE), with specific certification requirements for participation. The County reserves the right to make multiple awards and reject any bids that do not meet the specified criteria. While no incumbent vendor is explicitly mentioned, the contract includes comprehensive legal protections through a Labor and Material Payment Bond and a Performance Bond, ensuring financial guarantees for contract fulfillment. The total contract amount is currently marked as to be determined (TBD), but will include the respirator systems, County of Orange sales tax, and shipping costs. Bidders must comply with all federal Homeland Security Grant requirements and provide a solution that can integrate with existing operational equipment for the Sheriff-Coroner's special operations team. The procurement represents a significant investment in advanced respiratory protection technology for high-risk law enforcement and emergency response scenarios.
