The procurement seeks qualified aviation consulting firms to provide comprehensive professional services including planning, environmental, engineering, architectural, and construction phase support for airport improvement and maintenance projects over a five-year period. Key deliverables and objectives include assistance with State and Federal funding applications, preparation of Disadvantaged Business Enterprise (DBE) documentation, full-service aviation consulting on an on-call basis, and implementation of projects outlined in the current 5-Year Airport Capital Improvement Program, with priority given to north airfield apron expansion and other projects arising during the contract term. Required qualifications include demonstrated experience with similar planning, design, environmental, and construction projects at comparable airports; proven ability to provide full-service aviation consulting services; qualified Project Manager and key personnel; strong overall firm qualifications and prior performance history; and expertise with Federal and State funding procedures. The selected consultant must demonstrate knowledge of and compliance with FAA and Maryland Department of Transportation Maryland Aviation Administration (MAA) regulations and all pertinent local, State, and Federal laws. Evaluation will be based on prior performance, service capabilities, personnel qualifications, firm experience, and Federal/State funding expertise. Statements of Qualifications must be submitted in six copies in a sealed envelope to the Parks and Recreation office at 1945 4-H Park Rd., Centreville, MD 21617, by 2:00 p.m. on June 5, 2026, with submissions limited to 30 single-sided typed pages, excluding cover letters and tabs. Inquiries should be directed to Linda Steiner, Airport Manager, at (410)-643-4364.

The solicitation document does not identify specific set-aside designations or restrictions limiting types of organizations that can respond, though successful firms must demonstrate capability to support DBE goals as part of their consulting responsibilities. No incumbent contractor information, current vendor details, existing infrastructure requirements, technology integration specifications, or specific budget ranges and award values are disclosed in the available procurement documentation. The selected consultant will be required to enter into a master contract agreement with Queen Anne's County, with individual work authorizations, scopes of work, and budgets to be developed for each project or task undertaken during the contract period, allowing for flexible engagement based on airport needs and available funding.
