About this opportunity
The City of Huntsville, Texas is requesting bids for restoration and recoating of a half-million-gallon welded steel water storage tank at 3391 Autumn Road under ITB Bid No. 27-05, with sealed bids due October 27, 2026 at 2:30 p.m. Central Time. A mandatory site visit is scheduled for October 15, 2026 at 10:00 a.m., and questions are due by October 16, 2026. The City will award based on best value — considering durability, vendor performance, availability, and delivery — rather than lowest price alone.
The scope encompasses abrasive blast cleaning of all interior and exterior metal surfaces to bare metal, complete replacement of interior and exterior protective coating systems using NSF-approved multi-coat epoxy and polyurethane systems (Tnemec Company, Inc. products specified; substitutions require prior City approval and certified comparative testing), structural repairs including rafter replacement and new roof vents, pit-weld repairs, installation of a new interior safety ladder with cable climb device, tank disinfection, and associated site cleanup and grading. All materials must be lead-free and meet ANSI/NSF Standard 61 for potable water contact. Bidders must submit unit prices for rafter replacement (10 units), new roof vents (4 units), pit welds deeper than 1/8" (approximately 250), and labor and materials for blasting. Compliance with OSHA, TCEQ, and environmental protection regulations is required.
The contract term is ninety calendar days from award, with a one-year warranty period and first-anniversary inspection required. Liquidated damages of $1,500 per calendar day apply for non-completion beyond the approved contract period; up to five weather delay days are permitted. A bid bond equal to 10% of the solicitation amount and a payment bond for the full award amount (due within ten calendar days of award) are required. Award is anticipated in November 2026.
