About this opportunity

The Palm Beach County Board of County Commissioners, Procurement Department, is requesting quotations for automotive upholstery repair and maintenance services on a term contract under RFQ #27-0036/RC, with quotes due November 4, 2026 at 4:00 p.m. Palm Beach County local time. A 5% local-vendor preference applies to vendors maintaining a permanent place of business in Palm Beach County or the Glades; an additional preference is awarded to certified Small Business Development (SBD) Program participants within 10% of the lowest responsive bid price.

The scope encompasses automotive upholstery repair and maintenance services for county vehicles. Quoters must provide litigation history and comply with debarment and suspension certifications, federal and state nondiscrimination requirements, E-Verify employment eligibility verification, and digital accessibility standards under the Americans with Disabilities Act. Criminal history records checks apply for critical facilities. Quoters must register in the County's Vendor Self Service (VSS) system prior to contract award; all subcontractors must also be registered.

Award will be made to the responsive and responsible quoter offering the lowest net cost. Pricing must remain firm for 90 days from submission and for the duration of the initial and any subsequent contract terms. Recommended awards will be posted for a five-business-day review period on the Procurement Department website prior to final approval. Quotations must be submitted on the County's provided form, signed by an authorized company representative, and delivered to the Procurement Department at 50 South Military Trail, Suite 110, West Palm Beach, FL 33415-3199; e-mailed responses are acceptable. Questions are due October 26, 2026 at 4:00 p.m. Standard County terms and conditions apply; the solicitation is non-federally funded. When subcontractors are used, primes must complete Schedules 1–4 documenting subcontractor participation and certifications to be considered responsive.
