About this opportunity
The City of Hartford Procurement Services Unit is soliciting responses under RFR #6294 on behalf of Hartford Public Schools for automotive mechanical repair, auto body repair, transmission repair, and towing services for the district's vehicle and truck fleet, with responses due November 12, 2026 at 2:00 p.m. Award may rest on factors beyond price, including quality, capability, and minority business utilization preferences under Hartford Municipal Code Section 2-680. Respondents must be certified Equal Opportunity Employers, and the Bidders EEO Report is mandatory for bid consideration, with bids rejected for failure to meet Connecticut Code Section 2-573 requirements.
Scope covers tune-ups, oil changes, brake, engine, radiator, lighting, and battery work, transmission repair, body work, and towing for domestic and foreign vehicles listed in Exhibit A. The contractor furnishes all parts, labor, non-consumable materials, and equipment and completes work within ten working days of City approval. Pricing requires a fixed hourly labor rate that includes supervision and equipment, plus a fixed percentage discount off manufacturer's list prices for parts. Labor must meet the City's living wage of $19.04 per hour with health insurance or $28.73 per hour without, effective July 1, 2026.
The contract runs one year with up to three extensions at the City's discretion, subject to available funding and satisfactory performance. A 10% bid bond (cash, certified check, or electronic bond through Surety2000) accompanies the response. Performance and payment bonds equal to 100% of contract value are required upon award for contracts exceeding $50,000. Responses remain valid for ninety days. The City must be named as additional insured on $1,000,000 commercial general liability and automobile liability coverage, and respondents must carry workers' compensation coverage. Respondents must have no delinquent taxes or financial obligations to the City, remain current with Secretary of State filings, and submit an executed compliance affidavit. Submissions go electronically through the Hartford procurement website and in hard copy to 550 Main Street, and all solicitation communication must route exclusively through the Procurement Services Unit.
