About this opportunity

The City of Long Beach Department of Financial Management is seeking qualified vendors to provide automotive glass repair and replacement services for the City's fleet of over 2,000 vehicles, with bids due January 15, 2026, at 11:00 a.m. Pacific Time and questions due December 18, 2025, at 11:00 a.m. Pacific Time. A ten percent local-vendor preference for evaluation purposes applies to Long Beach-based businesses meeting the City's local preference criteria, with a maximum preference cost not exceeding $50,000.

Services encompass repair and replacement of curved glass, windshields, flat glass, safety sheet, plexiglass, and plate glass for fire and police emergency response vehicles, utility trucks, street sweepers, hybrid sedans/SUVs, and off-road equipment. The scope includes labor at specified hourly rates for Monday through Friday standard hours (6:30 a.m. to 5:00 p.m.), off-hours (5:01 p.m. to 6:29 a.m.), weekends, and federal holidays, as well as vehicle-specific windshield replacements for 2016–2026 Ford Interceptors (50 per year average), 2018–2026 Ford F250 trucks (50 per year average), and 2019 Chevy Bolt electric vehicles (10 per year average). Standard delivery is within 24 hours for verbal or electronic orders and five working days for back-ordered stock parts, with all deliveries between 7:00 a.m. and 4:30 p.m., Monday through Friday. The contractor must warrant all parts and work against defects for a minimum of one year and maintain commercial general liability insurance of not less than $1,000,000 per occurrence and $2,000,000 general aggregate, along with workers' compensation and automobile liability coverage of not less than $500,000 combined single limit.

The contract is for an initial two-year period with the option to renew for three additional one-year periods, not to exceed five years total. Pricing is firm for the contract term unless the City provides for adjustment. All prices include shipping, handling, unloading, pick-up, and inside delivery charges. The City reserves the right to increase expenditures by ten percent annually without guarantee. Bids will be opened and contractor selection completed in January 2026, with contract execution expected in February 2026. Bid submissions are required via the City's electronic bidding portal at https://longbeachbuys.buyspeed.com/bso/. Q&A responses will be posted by January 8, 2026. Two vendors have submitted bids: Driven Brands DBA All Star Glass LLC (Charlotte, North Carolina) and Safelite Fulfillment, Inc. (Columbus, Ohio), both identified as lowest responsive bidders and intended for award.
