About this opportunity

The County of Volusia Fleet Management Division is requesting bids for automotive glass replacement and repair services under ITB 27-B-05LB, with bids due November 9, 2026 at 3:00 p.m. and a non-mandatory solicitation opening scheduled for 3:01 p.m. via Microsoft Teams. Questions are due October 26, 2026. The solicitation is funded with monies that prohibit local preference provisions, but a 5.2% Disadvantaged Business Enterprise participation goal applies using race-neutral methods under Federal Transit Administration regulations.

The scope requires comprehensive mobile repair services — all labor, equipment, and materials to replace and repair broken glass on County vehicles and heavy equipment, including both passenger vehicles and large commercial vehicles. The contractor must perform repairs on-site at County locations rather than requiring vehicles to be brought to a facility. The awardee must maintain Federal Transit Administration compliance, including civil rights requirements, program fraud prevention, safe motor vehicle operation standards, and trafficking-in-persons prohibitions. Contractors must register with the System for Awards Management, submit three references from similar projects completed within the past three years, and complete the Volusia Human Trafficking Affidavit. Required insurance coverage must be obtained prior to commencing work, with all policies naming the County as additional insured and issued by carriers rated A- or better by A.M. Best.

The contract includes an initial three-year term with options for two subsequent one-year renewals, contingent upon mutual written agreement and County Council approval where applicable. Pricing is evaluated on the lowest total cost of sample jobs from an attached price sheet; all fields are required for responsiveness. Labor rates must include cleanup, removal of broken glass, complete installation, and travel time. Contractors may request annual price redeterminations after the first year based on documented wage, fuel, or materials increases calculated using the Employment Cost Index or Producer Price Index. The County remits full payment within forty-five business days of invoice receipt, with interest accruing at one percent per month on undisputed invoices unpaid after thirty days. The solicitation is also subject to Davis-Bacon Act prevailing wage requirements and Contract Work Hours and Safety Standards Act overtime rules, with liquidated damages of $27 per calendar day for violations.
