About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids on automotive body paint and repair parts for all state Area Technology Centers across Kentucky's 120 counties under RFB 758 2600000680, with bids due July 23, 2026 at 1:30 p.m. Eastern Time. Kentucky resident bidders receive a 20% statutory preference; qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind receive a 15% preference.

The scope covers three categories: light and medium duty vehicle parts (alternators, starters, batteries, bearings, belts, hoses, brake components, climate control, electrical and ignition, emissions and exhaust, engine and drivetrain, filters, gaskets, seals, oils and chemicals, pumps, repair shop supplies, suspension, transmissions and clutches, wipers and windshield fluids); heavy duty truck parts mirroring Category 1; and automotive body paint and paint equipment (paint, paint guns and accessories, brushes, thinners, undercoatings, powder coating, touch-up bottles, adhesion promoters, mixing supplies, and truck bed coatings). Vendors may bid on any or all three categories but are not required to bid all. Delivery is F.O.B. destination, freight prepaid and allowed, with one percent deducted from invoices per day for late delivery.

The initial contract term is two years with three optional two-year renewal periods available by mutual written agreement. Pricing shall remain firm for the contract period with discount percentages fixed, though item prices may fluctuate with market conditions. No estimated contract value is stated.

Award will be determined on a best value basis: 90 points for price (lowest bidder receives maximum points) and 10 points for delivery performance. All bids must be submitted electronically through the Commonwealth eProcurement System; vendors must register at least 24–48 hours prior to submission. All bidders must provide a Certificate of Authority or proof of Kentucky tax registration and submit a notarized affidavit affirming compliance with Kentucky campaign finance laws (KRS 45A.110 and 45A.115). Required insurance includes commercial general liability of $1 million per occurrence and $2 million aggregate; automobile liability of $1 million combined single limit is required if delivery services are provided. Questions are due July 9, 2026 at 1:30 p.m. Eastern Time, with Commonwealth responses due July 16. Bid readings will be held at 3:30 p.m. Eastern Time on July 23. Contact Angie Johnson at 502-564-6194 for additional information.
