About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Education, is requesting bids on automotive body paint and repair parts for all state Area Technology Centers across all 120 Kentucky counties under RFB 758 2600000680, with bids due July 23, 2026 at 1:30 PM ET. Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries receive a 20% preference under KRS 45A.490–494; other qualified nonprofit entities receive a 15% preference.

The solicitation is organized into three categories: light/medium duty vehicle equipment and parts (including alternators, starters, batteries, brake components, filters, oils, lubricants, suspension components, and transmissions); heavy duty truck equipment and parts using identical subcategories; and automotive body paint with paint guns, brushes, thinners, undercoatings, powder coating, touch-up paint, adhesion promoters, and mixing supplies. Bidders may respond to any or all three categories but must submit bids for all items within each category pursued. Quantities are listed as zero, indicating this is a requirements contract for supplies ordered as needed. Vendors must specify delivery times in working days and identify which Kentucky counties they serve.

This is a two-year initial contract with three optional two-year renewal periods, subject to written approval by all parties. Evaluation uses best value with 90 points for price (lowest bidder receives maximum points) and 10 points for delivery; late deliveries incur 1% daily deductions. All pricing must remain valid for a minimum of 60 calendar days after the bid due date. Quotes must be F.O.B. Destination Freight Prepaid and Allowed. The Commonwealth will not pay Federal Excise Tax, Kentucky Sales Tax, or Use Tax.

Vendors must be registered in the Commonwealth eProcurement System prior to submission and provide proof of commercial general liability insurance of at least $1 million per occurrence and $2 million aggregate. Questions are due July 9, 2026 at 1:30 PM ET, with responses due July 16, 2026. A notarized affidavit attesting compliance with Kentucky campaign finance laws is required prior to award.
