About this opportunity

The City of McKinney, Texas, is soliciting sealed bids for an annual fixed price contract to provide professional window tinting services for City-owned automobiles and large equipment on an as-needed basis or for specific projects. Services will be applied to sedans, sport utility vehicles, pickup trucks, police vehicles, utility trucks, dump trucks, and heavy equipment with enclosed cabs, with most work performed at the City's Fleet Service Center located at 3501 N. Central Expressway during normal business hours of 8:00 a.m. to 4:00 p.m., Monday through Friday. All window tint film must comply with Texas Transportation Code regulations, utilize high-quality automotive-grade material with a minimum 99 percent UV rejection rate, and be scratch-resistant and fade-resistant with manufacturer warranty information provided. Installation must be completed within ten business days of service request and delivered free of bubbles, creases, peeling, or defects. Successful vendors must maintain commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 general aggregate, workers' compensation insurance with Texas statutory limits, business automobile liability insurance with a minimum combined single limit of $1,000,000, and garage keepers liability insurance covering the total value of vehicles in the contractor's care and custody. Bidders must submit a minimum of three references from companies or governmental agencies, preferably municipalities, for whom they have provided the same goods and services of similar size and scope within the past three to five years, with inaccurate or negative references potentially resulting in bid rejection. The bid interpretation deadline is Friday, April 10, 2026, at 2:00 p.m., and bids are due Monday, April 20, 2026, at 2:00 p.m., with electronic submission encouraged through the City's Bonfire procurement portal and paper bids also accepted.

The City of McKinney provides a local business presence consideration for bidders whose principal place of business is located within McKinney city limits, evaluating economic development benefits such as current employment of McKinney residents, potential employment or retention of city residents, and anticipated increases in tax revenue including property taxes, sales taxes, or hotel occupancy taxes. No other specific set-asides or restrictions on organizational types have been identified in the procurement documents. The contract will commence upon award and continue for one year with automatic annual renewals for an additional three one-year terms, subject to the City's discretion, with the City reserving the right to terminate the contract without cause upon thirty days' written notice. The estimated annual expenditure for window tinting services is $10,000, and award will be made to the lowest responsible and responsive bidder meeting all specifications and requirements. The City will issue a not-to-exceed purchase order, with orders initiated by the Fleet Operations Manager or designee via phone or email. As a tax-exempt entity, the City will not include federal excise tax or state sales tax in bid prices.
