About this opportunity

Concho Valley Council of Governments is requesting proposals for an Automatic Passenger Counter (APC) system for Concho Valley Transit District with proposals due November 20, 2026 at 5:00 PM CST and questions due October 30, 2026.

The procurement encourages participation by Small, Minority-Owned, Women-Owned, Veteran-Owned, and Disadvantaged Business Enterprises. Respondents must demonstrate a minimum three years of experience providing, installing, and supporting APC systems or substantially similar transit passenger counting technology to at least two public transit agencies within the past five years, and must provide at least two customer references for comparable projects.

CVTD seeks a complete turnkey APC solution including hardware, software, installation, configuration, testing, training, and ongoing technical support across a mixed fleet of ADA-accessible cutaway buses and high-roof vans serving fixed-route and demand-response services in the 14-county San Angelo region. The system must achieve a minimum 95 percent passenger counting accuracy (preference for 97 percent or greater), support National Transit Database reporting, and integrate with existing GPS, Automatic Vehicle Location, and CAD/AVL platforms. All equipment must comply with Federal Transit Administration Buy America requirements under 49 U.S.C. 5323(j) and 49 CFR Part 661. The system must conform to CVCOG's Enterprise Technology Procurement Security Standards, including cybersecurity practices, secure encryption for data transmission, documented policies, periodic risk assessments, and cyber liability insurance at $1.0 million per claim. Implementation is anticipated within 180 calendar days following Notice to Proceed. The base contract term is five years with optional renewal for up to three additional one-year terms.

Proposal pricing must be all-inclusive for the complete life-cycle cost of ownership over the minimum five-year period. A minimum one-year comprehensive warranty is required covering all equipment, software, installation, and workmanship. Evaluation is weighted 80 points technical merit (across five categories) and 20 points price, with anticipated notice of award recommendation in January 2027. Shortlisted respondents may participate in virtual demonstrations. All contracts are subject to 2 CFR Part 200, Texas law, Build America Buy America requirements, and mandatory compliance flow-down to subcontractors.
