About this opportunity
Palm Beach County, Florida is seeking qualified contractors through Request for Quotation #700162/KP to provide preventative maintenance, FAA inspections, and repair services for the Automated Weather Observation System (AWOS III-P/T, Series 900) located at North Palm Beach County General Aviation Airport (FAA site KF45). The procurement encompasses a comprehensive 12-month service contract with four optional 12-month renewal periods, requiring the successful bidder to execute an active preventive maintenance program based on FAA and manufacturer specifications, conduct quarterly site inspections, submit quarterly reports, and provide 24/7 emergency repair services with a 24-hour response time. Deliverables include scheduled preventative maintenance, FAA compliance inspections, and on-demand repair labor and materials for the existing AWOS system, which consists of a 30-foot Rohn tower with obstruction light, multiple environmental sensors (wind, temperature, pressure, cloud height, visibility, weather, precipitation, and thunderstorm detection), UHF and VHF transmitters with antennas, data processor, NADIN connection to the National Airspace System, and operator terminal equipment originally installed by All Weather, Inc. in 2011. Qualified bidders must demonstrate at least one year of recent experience, provide three professional references with similar equipment experience within the past three years, hold a current FCC License, and obtain FAA certification confirming qualification to repair and maintain the specified AWOS equipment. Pricing shall be submitted as a single firm fixed unit price for 12 months of preventative maintenance and FAA inspections, with a separate hourly rate for repair labor, where the annual offer is weighted at 0.80 and the hourly repair rate is factored at 0.20 to determine the award. The submission deadline is September 5, 2018, at 4:00 p.m. Palm Beach County time, with post-award meetings required within five days of award notification.
Bidders must maintain Commercial General Liability Insurance of at least $1,000,000 per occurrence, Business Auto Liability Insurance of at least $1,000,000 combined single limit, and Workers' Compensation coverage. Repair labor rates include standard rates for 8:00 a.m. to 5:00 p.m., Monday through Friday (excluding holidays), overtime rates at 1.5 times the standard rate for hours outside standard labor times (excluding Sundays and National Holidays), and premium rates at 2 times the standard rate for Sundays and National Holidays. All repair parts and materials shall be charged at the bidder's cost plus shipping, not to exceed the bidder's price to its most favored customer or current market price, whichever is lower. A 5% local preference may apply to Palm Beach County-based businesses, and drug-free workplace certification may provide preference in case of tied bids. No specific incumbent contractor is identified in the procurement documents, though the existing AWOS system infrastructure installed by All Weather, Inc. must be maintained and integrated with the current NADIN connection to the National Airspace System. Specific award values or budget ranges are not disclosed in the procurement documents; however, pricing factors and evaluation methodology are clearly defined to assess total cost of ownership across both maintenance and repair service components.
