About this opportunity
Dane County Sheriff's Office is requesting proposals for an Automated License Plate Reader (ALPR) system with fixed infrastructure and cloud-based evidence management, with proposals due September 3, 2026 at 2:00 p.m. and a questions deadline of August 20, 2026. The contract term runs from November 1, 2026 through October 31, 2031 (five one-year renewal terms, each requiring mutual written agreement), and Dane County is authorized to fund up to $80,000 annually for the ALPR program.
The initial deployment includes 26 fixed ALPR cameras, with final quantities and locations subject to DCSO determination. The solution must integrate with existing agency platforms (Axon Mobile Evidence and Spillman) and comply with Dane County IT Infrastructure Standards, including compatibility with Windows 2019 Active Directory, Microsoft SQL Server 2022, Citrix application delivery, and Dell network hardware. Critical requirements include exclusive DCSO ownership and control of all collected data, prohibition of data pooling or third-party sales, role-based access controls, audit logging with infinite retention, no facial recognition capabilities, and a public-facing transparency portal for data governance policies. The vendor must demonstrate minimum five years of experience providing ALPR solutions to U.S. law enforcement, maintain 24/7/365 U.S.-based customer support, provide three comparable law enforcement references, and hold current SOC 2 Type II, ISO/IEC 27001, ISO/IEC 27701 certifications, and CJIS compliance. The County requires proof of independent third-party auditing of privacy and security protections with public disclosure of findings.
Proposers must clearly itemize all one-time and recurring fees across the five contract years, including per-camera hardware, installation and site survey, training, integration, annual support and maintenance, and annual software subscriptions. Pricing shall remain fixed for the contract term. Award will be made to the highest-scoring responsive and responsible proposer based on evaluation criteria including qualifications, implementation capability, training, platform integration, data governance, and pricing. Proposals must be submitted electronically to the County's eProcurement Portal. No bidder's conference or site visit is mandatory, though vendors may inspect premises upon request.
