The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, is requesting bids for two specific grain augers for the Western Kentucky Correctional Complex (WKCC) Correctional Industries Farm in Fredonia, Kentucky, with bids due July 24, 2026 at 1:30 p.m. ET. This is a re-solicitation of RFB 758 2600000633, which closed on June 22, 2026 without award.
Kentucky resident bidders and qualified bidders—including Kentucky Correctional Industries and nonprofit corporations furthering KRS Chapter 163 purposes or qualifying as nonprofit agencies for individuals with severe disabilities with such individuals comprising at least 75% of direct labor—are eligible for reciprocal and preferential point adjustments of up to 20% and 15% respectively. All affidavits in Attachment B—including campaign finance law compliance, resident bidder status, and qualified bidder status—must be completed, notarized, and submitted.
The scope comprises one Westfield WRX80-61 SD 8-inch grain auger (61-foot tube, 2,500–3,000 bushels per hour, 1,640 pounds, 540 RPM tractor PTO shaft drive) and one Westfield MKX21073 10-inch grain auger (73-foot tube, 6,000 bushels per hour, minimum 65 horsepower tractor, 540 RPM PTO, 1,400 PSI hydraulic). No substitutions are permitted. All pricing must include shipping and delivery to Fredonia; billing is directed to the Administrative Services Central Office in Frankfort.
Award uses best value ranking: 90 points to price (lowest price receives maximum points) and 10 points to delivery time in working days. Vendors must bid all line items ("Group All" basis) or face rejection as non-responsive. Prices must remain firm for a minimum of 60 calendar days after the bid due date and shall not increase for the first 12 months of the contract. Written questions are due July 16, 2026 at 10:00 a.m. ET. Vendors must register in the Commonwealth eProcurement System, maintain Commercial General Liability Insurance of at least $1 million per occurrence and $2 million aggregate, and provide a Certificate of Insurance prior to award.
