About this opportunity

The School Board of Marion County, Florida is requesting proposals for independent auditing services under RFP 4184RC, with proposals due July 20, 2026 at 2:00 PM. The scope includes annual financial and compliance audits, single audits under federal requirements, internal accounts audits at school sites, management letters, information technology reviews, continuing education seminars (minimum two days annually), and optional Comprehensive Annual Financial Report review and publication support beginning with the fiscal year ending June 30, 2027.

Proposers must hold current Florida CPA licensure under Chapter 473, membership in the American Institute of Certified Public Accountants and Florida Institute of Certified Public Accounts, and a minimum of five continuous years providing CPA services in the government sector. Experience auditing Florida school districts or similar governmental entities is required. Professional liability insurance with minimum limits of $500,000 is mandatory for the contract term plus two years after completion; Addendum 1 (posted June 23) removed the specified $25,000 deductible cap, making any deductible the proposer's responsibility.

The contract term runs March 1, 2027 through February 29, 2032 (five years) with one optional five-year renewal period by mutual agreement. The District anticipates the Auditor General will conduct audits for fiscal years ending June 30, 2029 and June 30, 2032, potentially allowing internal accounts audits only in those years. Proposers must provide firm fixed pricing broken down by fiscal year and service type for all five contract years and for renewal years through June 30, 2036. Prices remain firm for the contract term, with progress billing on a percentage-of-completion basis permitted.

The evaluation committee convenes August 4, 2026, with interviews potentially scheduled August 7, 2026. School Board approval is anticipated September 22, 2026. Evaluation criteria total 100 points: Demonstrable Understanding of Scope (10), Successful Experience and Staff Qualifications (50), Experience with Similar Endeavors (10), Project Organization, Staffing, Methodology and Plan (10), Cost of Services (10), and References (10). The evaluation tabulation shows CliftonLarsonAllen LLP scored 98.7 and Purvis Gray and Company, LLP scored 80.3. Proposers must acknowledge Addendum 1 using Attachment B and submit proposals electronically through VendorLink. Contact: Rick Collins, Marion County Schools Purchasing Department, 352.671.7500.
