About this opportunity
The Massachusetts Veterans Home at Holyoke is requesting proposals for comprehensive on-site audiology services through an RFR with a proposal due date of July 24, 2026 at 5 p.m., and is offering preference to Small Business Purchasing Program (SBPP) participants meeting best-value criteria.
The scope includes routine hearing screenings, diagnostic evaluations, hearing aid fittings and maintenance, cerumen management, tinnitus counseling, and staff and family education. The provider must be Massachusetts-licensed and deliver regularly scheduled on-site visits every two months, respond to urgent needs within 24 hours, and submit visit notes within 48 hours. The facility is transitioning from a 128-bed to a 234-bed long-term care facility with adult day health services (expected operational by fall/winter 2026), and the awarded provider must serve both populations.
The contract runs for an initial two-year term with three one-year renewal options, for a maximum five-year duration expiring in 2031, with an estimated start date of October 1, 2026. This is a single-award procurement, though the Commonwealth reserves the right to award fewer contracts. Evaluation prioritizes demonstrated experience with geriatric and veteran populations, quality and comprehensiveness of proposed services, reliable on-site care delivery, cost structure transparency and billing clarity, and references from similar long-term care facilities. The provider must invoice third-party insurers directly; insurance denials remain the responsibility of the Veterans Home.
Compliance is required with Massachusetts Department of Public Health, Centers for Medicare and Medicaid Services, and HIPAA regulations. Successful bidders must maintain current liability insurance, participate in Electronic Funds Transfer for payment, and file Uniform Financial Statements and an Independent Auditor's Report with the Operational Services Division before contract execution. Questions are due July 10, 2026. The contract manager is Melanie Gentile, Chief Financial Officer, at 110 Cherry Street, Holyoke, Massachusetts 01040. Responses must be submitted electronically through COMMBUYS.
