About this opportunity

The Texas Health and Human Services Commission (HHSC) Procurement and Contracting Services is soliciting bids for comprehensive audiology services for residents of Richmond State Supported Living Center (RSSLC) in Richmond, Texas, with bids due August 31, 2026 at 10:30 a.m. Central Time. Contractor personnel must hold an active Texas audiologist license and possess a minimum of five years of relevant experience — the central capability filter.

The scope includes audiologic identification, assessment, diagnosis, and treatment of auditory and vestibular function impairments; hearing aid services; and staff training. Services must be performed Monday through Friday, 8 a.m. to 5 p.m. Central Time, with contractor response required within four hours of agency request for service calls. Pricing must be submitted as firm, fixed prices on the required Exhibit C Pricing Sheet, covering all labor, equipment, materials, and supplies. Price adjustments are not automatic and may only be permitted at HHSC's sole discretion, based on the Consumer Price Index formula or federal minimum wage increases when applicable.

The contract term runs September 1, 2026 through August 31, 2027, with no renewals but the option for a one-year extension at HHSC's sole discretion for continuity of service or transition purposes. Contractor and subcontractor personnel are subject to background checks prior to state property access; sex offender, child abuse, adult abuse, or fraud convictions disqualify individuals from service. Contractors must obtain and maintain comprehensive insurance including workers' compensation, commercial general liability ($1 million per occurrence / $2 million aggregate), commercial automobile liability, professional liability ($1 million), and umbrella liability ($1 million).

Bidders must submit three verifiable references for similar services within the last five years. Both HHSC and the Department of State Health Services are entitled to use any resulting contract. Evaluation is based on bidder qualifications, ability to meet performance requirements, and price, with award contingent upon HHSC Executive Commissioner approval. The questions deadline was August 24, 2026; responses were posted August 25, 2026.
