About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting bids for comprehensive audiology services at Richmond State Supported Living Center (RSSLC) in Richmond, Texas, with bids due August 10, 2026 at 10:30 a.m. CST and an anticipated contract start of September 1, 2026.

The scope includes audiologic identification, assessment, diagnosis, and treatment of hearing and vestibular impairments; hearing aid services; and staff training in hearing aid wearing and maintenance. Services must be delivered Monday through Friday, 8 a.m. to 5 p.m. Central Time, with a four-hour response requirement for service calls. Bidders must submit separate pricing for services during normal business hours and outside normal hours on the required Pricing Sheet (Exhibit C) using firm, fixed prices that include all labor, equipment, materials, supplies, and related expenses. Price adjustments are permitted only at HHSC's discretion using the CPI-W or CPI-U formula published by the Bureau of Labor Statistics, Region VI.

Bidders must have a minimum of five years of relevant audiology experience, with assigned personnel holding current Texas audiologist licenses and possessing at least five years of relevant experience. A minimum of three verifiable references for similar contracts within the last five years is required. Comprehensive insurance coverage is mandatory: workers' compensation ($1,000,000 employer's liability per occurrence), commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), professional liability ($1,000,000), and umbrella liability ($1,000,000).

The initial contract term runs September 1, 2026 through August 31, 2027 with no renewals, though HHSC reserves the right to extend for up to one additional year for continuity of service or transition. Award is contingent on HHSC Executive Commissioner approval and will consider bidder qualifications, past performance, ability to perform, and price. Questions or clarifications were due July 30, 2026 with responses posted as an addendum on August 3, 2026. Required submissions include Texas Audiology license, completed Exhibits A (HHS Solicitation Affirmations), C (Pricing Sheet), and D (Bidder Reference Form), and documentation of financial capability and solvency. Failure to submit Exhibits A and C results in bid disqualification.
