About this opportunity
The Florida Department of Financial Services (DFS) is issuing a Request for Proposals (RFP) for auctioneering services to support the sale of tangible property from lost and abandoned safe deposit boxes, as mandated by Chapter 717 Florida Statutes. The selected contractor will be responsible for conducting comprehensive auction services, including providing security with armed officers, advertising in newspapers and online, managing public previews, implementing online and simulcast bidding options, and handling all aspects of the auction process. Key staff requirements include a licensed auctioneer with a minimum of 5 years of experience and a licensed personal property appraiser. The evaluation criteria will be weighted across technical capability (45 points) and price (100 points total, with 60 points for initial term Buyer's Premium percentage and 40 points for renewal term Buyer's Premium percentage). Important dates for this solicitation include a question submission deadline of March 7, 2025, proposal due date of March 28, 2025, and anticipated award notice by April 11, 2025. The initial contract term will be three years, with an option to renew for up to three additional years.
The RFP includes provisions for award preferences that can serve as tiebreakers, such as certified minority business enterprise status, certified veteran business enterprise status, implementation of a drug-free workplace program, and status as a foreign manufacturing company with a Florida factory employing over 200 Florida workers. Respondents must complete several mandatory certification forms, including Foreign Country of Concern Attestation, Common Carrier Attestation, and various compliance certifications related to labor practices, vendor standing, and non-participation in certain boycotts. The contractor will be compensated entirely through a Buyer's Premium percentage charged to winning bidders, with no direct payment from the state. Additionally, the contractor must provide a fidelity bond or financial guaranty to protect against potential theft or loss. The RFP requires the contractor to maintain appropriate insurance coverage and comply with all state regulations. While no specific award value is mentioned, the contract will cover the auction of tangible property from lost and abandoned safe deposit boxes across the state of Florida.
