About this opportunity
Escambia County, Florida is seeking proposals from qualified auctioneers to provide auction services for surplus county equipment through a Request for Proposal (RFP) released on June 30, 2025. The county anticipates utilizing auctioneer services 5-10 times per year, with the scope covering the sale of heavy equipment, fire trucks, ambulances, vehicles, jet skis, lawnmowers, and handheld construction equipment. Proposers must meet minimum qualifications, including being licensed and insured to conduct auctions, possessing at least five years of experience, and maintaining an auction services location within 200 miles of Escambia County. The evaluation process will be comprehensive, scoring proposals across four categories: Qualifications & Experience (25 points), Operations (25 points), Financial Capability (20 points), and Financial Proposal (30 points). Key dates include a pre-solicitation meeting on July 8, 2025, and a proposal submission deadline of July 22, 2025, at 1:00 pm, with electronic submissions required through the county's procurement portal.
The RFP does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. Proposers must demonstrate comprehensive insurance coverage, including workers' compensation, general liability, and business auto liability, with specific minimum coverage amounts detailed in the document. While no incumbent vendors are identified, the county's procurement approach suggests a competitive selection process aimed at identifying the most qualified and cost-effective auctioneer services. The solicitation implies a potential multi-year contract with repeated utilization, though specific award values or budget ranges are not explicitly stated in the provided documentation. Interested auctioneers must carefully review the full RFP requirements, prepare detailed proposals addressing all evaluation criteria, and be prepared for a potential two-phase selection process that may include initial scoring and subsequent interviews or presentations.
