About this opportunity

The State of Maine Department of Administrative and Financial Services, Division of Procurement Services, is requesting quotations on behalf of the Department of Agriculture, Conservation & Forestry for four new 4-wheel drive ATVs under RFQ 01A 220405-261, with quotations due April 22, 2022 at 4:00 p.m. Eastern Standard Time.

Vehicles must be made in the USA with engines ranging from 520 to 570 cubic centimeters, fuel injection, liquid cooling, automatic transmissions, shaft drive with 2wd/4wd capability, power steering, front and rear disc brakes, and independent suspension with minimum 7 inches front and 8 inches rear travel. A front-mounted 2,500-pound minimum winch is required. Preferred manufacturers are Can-AM Outlander, Honda Foreman Rubicon, Yamaha Kodiak, and Polaris Sportsman. Additional requirements include Forest Service-approved spark arrestors, compliance with federal sound limits, multifunction displays, dual high/low beam headlights, and specified tire, dimension, and capacity configurations. Delivery is expected during summer 2022 to the DACF facility at Bolton Hill in Augusta, Maine, and delivery timeframe factors into the award decision.

Quotations must be submitted through the State of Maine's Advantage Vendor Self Service (VSS) electronic procurement system on an FOB Destination basis inclusive of all shipping charges. Bidders must submit signed cover page, debarment certification, ATV service facility information confirming warranty certification in Central and Northern Maine, product data sheets with specification comparisons, and warranty information. The State reserves the right to award to a bidder other than the lowest-cost bidder if documented poor performance or prior contract termination within five years exists. The State is exempt from sales, state, and local taxes and will not include such taxes in pricing. Following official award, the State reserves the right to negotiate purchase of additional units at the bid price for six months.
