About this opportunity
The state of Georgia, specifically Early County, is seeking a contractor for the Atlas Park Phase I Dredging and Contaminant Removal project, a critical environmental remediation initiative. The procurement involves dredging approximately 1,126 cubic yards of contaminated sediment from a 0.70-acre pond area with elevated concentrations of arsenic, barium, and lead. The selected contractor will be responsible for installing environmental controls, including a skirted containment boom, executing dredging operations using either suction dredging or pump and hose methods, and placing dredged material in an on-site sediment placement area for dewatering. Key objectives include preventing sediment migration, maintaining strict environmental controls, and preparing the contaminated materials for subsequent disposal at a permitted Subtitle D landfill. The contract opportunity was posted on June 5, 2025, with proposals due by July 9, 2025. Potential bidders should carefully review the attached technical documents, including site dredging drawings and specifications, to fully understand the project's technical requirements and scope of work.
While no specific set-aside designations or disadvantaged enterprise requirements are explicitly mentioned in the procurement documents, interested contractors will need to complete a comprehensive bid package that includes a bid bond and adhere to the provided bidder's checklist. The project appears to be open to qualified environmental remediation and dredging contractors with demonstrated expertise in managing contaminated sediment removal. Although a specific budget range is not disclosed, the complexity of the project suggests a significant capital investment will be required. The attached sample construction contract indicates that the winning bidder will need to demonstrate technical capabilities, environmental compliance expertise, and the ability to execute a precise and controlled dredging operation. Effingham County will oversee the subsequent disposal process, with the contractor focused on sediment removal and initial site management. Potential bidders should carefully review all attached documentation, including the site dredging drawings and specifications, to ensure full understanding of the technical and operational requirements.
Opportunity text
Phase I of the Atlas Park Remediation Project will focus exclusively on the removal of impacted sediment from designated areas within the on-site pond. Approximately 1,126 cubic yards of sediment¿containing elevated concentrations of arsenic, barium, and lead¿will be dredged from two defined zones totaling approximately 0.70 acres. The scope of work includes installing environmental controls such as a skirted containment boom, performing dredging operations, and placing the dredged material in an on-site sediment placement area for dewatering. Effingham County will coordinate the subsequent transport and disposal of the dewatered sediment at a permitted Subtitle D landfill under a separate process. The Contractor will be responsible for selecting the appropriate dredging technique and placement of the dredge spoils in the sediment placement area which may include a suction dredging method and a pump and hose method to transport the sediment to the Sediment Placement Area. In order to prevent the migration of suspended sediments outside of the sediment removal areas, Contractor shall provide and install a containment boom with a floating surface device, skirt, and longitudinal support prior to dredging activities. The containment boom will be located immediately outside the limits of each sediment removal zone and will be anchored to the shoreline. The skirt will extend to the bottom of the pond. The containment boom will remain in place during all dredging activities and be routinely inspected by the Contractor to ensure it is functioning properly.
