About this opportunity
The City of Lubbock, Texas is requesting proposals for food and non-alcoholic beverage concession services at two municipal athletic facilities—the Tom Martin Youth Sports Complex and the Berl Huffman Athletic Complex—with proposals due November 3, 2026 at 3:00 p.m., and a pre-proposal meeting scheduled for October 22, 2026 at 10:00 a.m. via Zoom.
The contractor will operate five coordinated concession stands (four at Tom Martin, one at Berl Huffman) during scheduled athletic activities including youth baseball, softball, soccer, flag football, and adult recreational leagues, plus tournaments and special events. The 2025 baseline includes approximately 2,568 player registrations and 1,337 scheduled games at Tom Martin, plus 142 adult softball teams and 15 youth flag football teams at Berl Huffman. Stands must open 30 minutes before the first scheduled game and remain operational through the final game's conclusion. The contractor is responsible for all equipment not identified as City-provided, obtaining licenses and permits, maintaining food safety and health compliance, adequate staffing, and providing comprehensive insurance with $1 million commercial general liability, $1 million automobile liability, and $500,000 workers' compensation coverage naming the City as additional insured.
The contract term is one year with options for four additional one-year extensions, automatically renewing unless either party provides 90-day written notice. The contractor must guarantee a minimum annual compensation to the City of $108,000—comprising $2,000 monthly rent per stand at Tom Martin ($96,000 annually) and $1,000 monthly at Berl Huffman ($12,000 annually). Initial menu pricing is guaranteed for six months following City approval, with adjustments thereafter based on Consumer Price Index or Producer Price Index changes, subject to City discretion and documented cost increases. Proposers are encouraged to submit enhanced compensation packages. The contractor must implement and maintain a City-approved computerized point-of-sale system at its own expense with the City receiving continuous read-only access, and submit certified monthly sales reports within 15 days of month-end.
Evaluation weighting: Financial Proposal (40 points), Operating and Staffing Plan (20 points), Menu, Pricing, and Customer Service (20 points), Relevant Experience and Qualifications (15 points), and References and Past Performance (5 points).
