About this opportunity

The California Department of Public Health (CDPH) is issuing a Request for Proposal (RFP #24-10591) to procure a contractor for the Asthma Management Academy, seeking an organization to conduct six 20-hour training sessions annually targeting priority organizations such as federally qualified health centers, managed care plans, community clinics, non-profits, school-based health centers, and community-based organizations involved in social services, asthma home visiting, or education services. The training will utilize the Association of Asthma Educators curriculum and can be delivered virtually or in-person, with specific objectives of improving asthma outcomes, addressing environmental triggers, and building health equity for communities most impacted by uncontrolled asthma. Key deliverables include recruiting and compensating certified asthma educators (AE-Cs), submitting participant evaluation data, and designating a project lead to communicate with CDPH. The proposal due date is January 7, 2025, at 3 PM (PT), with a contract period from March 3, 2025, through February 29, 2028. Evaluation will likely focus on the proposer's previous experience, project personnel qualifications, and comprehensive cost proposal that meets the specified budget constraints.

The procurement is open to all eligible firms and individuals, including commercial businesses, nonprofit organizations, state or public universities, and other qualified entities. A mandatory requirement is a minimum 3% Disabled Veteran Business Enterprise (DVBE) participation for contracts exceeding $5,000, with proposals lacking this participation deemed non-responsive. The total contract value is capped at $300,000, with CDPH reserving the right to extend the term via amendment for up to one additional year and potentially increase funding by up to 30% (approximately $250,000). The solicitation requires detailed documentation, including a Mandatory Non-Binding Letter of Intent, proposer previous experience summary, project personnel summary, and a comprehensive cost proposal that accounts for fully burdened rates including operating expenses, labor, equipment costs, supplies, overhead, inflation, profit margin, taxes, and other associated costs. Proposers must also complete various certification forms addressing conflict of interest, confidentiality, civil rights laws, and other state contracting requirements.
