About this opportunity

The Colorado School for the Deaf and Blind, through the State Purchasing & Contracts Office, is requesting quotes for remote assistive technology instruction services under Documented Quote DQ-SPCO-AR-27-03, with quotes due September 10, 2026 at 4:00 PM Mountain Daylight Time and an estimated award date of September 15, 2026.

The State anticipates awarding multiple offerors. Services must be delivered remotely via Zoom by a Licensed Teacher of Students with Visual Impairments (TVI) holding a minimum of two years of experience working with individuals with visual impairments in assistive technology. The scope includes individualized training in screen readers (JAWS, NVDA, VoiceOver), refreshable braille displays, screen magnification software, and other assistive technology devices and applications identified in students' Individualized Education Programs (IEPs). Services are scheduled for mutually agreed-upon times during the contract term.

Pricing is structured on an hourly basis for direct instruction, billable time for quarterly progress report preparation per student, and billable time for annual IEP-related activities including IEP development, supporting documentation preparation, and IEP team meeting participation. Respondents must submit pricing on Attachment A and include current resumes, relevant certifications or trainings, a description of related assistive technology experience and teaching background, and planning for remote instruction delivery.

The contract term runs from September 21, 2026 through June 30, 2027. Price and cost are the primary evaluation factors, along with sample quality and lead time. All work must comply with Colorado accessibility requirements and WCAG Level AA standards. The State maintains a Service Disabled Veteran Owned Small Business (SDVOSB) goal of at least three percent of all contracts by dollar value. Written inquiries are due September 4, 2026. Standard Colorado Purchase Order Terms and Conditions apply, including payment within 45 days of invoice receipt, indemnification, insurance requirements (workers' compensation, commercial general liability of $1,000,000 per occurrence, and automobile liability of $1,000,000 combined single limit), and exclusive venue in Denver.
