About this opportunity

The Maryland Department of Housing and Community Development is requesting proposals for Asset Management Physical Site Inspection Services under RFP BPM047098, with proposals due November 6, 2026, and a pre-proposal conference on October 14. The procurement carries an overall Minority Business Enterprise subcontracting goal of 20 percent of total contract dollar amount.

The scope is physical property inspections of multifamily housing projects financed by DHCD, organized by project size (4 to 25 units through 201+ units), project type (Highrise, Garden Complex, Adjacent Townhomes, or Scattered Site), and geographic region (Greater Baltimore Area, Eastern Shore, Western Maryland). Inspections are anticipated at approximately 100 to 200 properties annually across a three-year base period with indefinite quantity and fixed unit pricing. All proposed inspectors must be NSPIRE (National Standards for the Physical Inspection of Real Estate) certified. Offerors must demonstrate at least 20 physical property site inspections of multifamily affordable housing projects financed by government entities or similar privately-owned rental housing within the past five years.

The contract will award to multiple vendors on a competitive sealed proposals basis with fixed unit prices submitted per inspection category. Evaluation weighs technical factors equally with financial factors. Monthly invoicing follows acceptance of work. No travel reimbursement is authorized. Contractors must maintain comprehensive insurance: $1 million commercial general liability, $1 million errors and omissions/professional liability, $1 million crime insurance, and workers' compensation as required by Maryland law. The contract contains no federal funding.

Questions are due October 19, 2026, at 4:00 p.m. RSVP for the pre-proposal conference is required by October 9.
